Event overview | Model SCO 2025 at Anhui University

On April 28, 2025, Model SCO 2025 Anhui University was successfully organized at Anhui University in Hefei, Anhui province. The event was jointly hosted by Anhui University and SCOLAR Network, with the topic of “Empowered by Wisdom, Advancing in Harmony.”

The Model SCO brought together youth delegates from seven countries, including China, Belarus, India, Congo-Brazzaville, Cambodia, Pakistan, and Sri Lanka. Participants included both Chinese and international students from various disciplines at Anhui University, as well as invited talents from Tsinghua University, Tongji University, Renmin University of China, Central University of Finance and Economics, University of International Business and Economics, Chongqing Medical University, Hefei University of Technology, and Fuyang Normal University. Delegates formed 11 delegations representing the 10 SCO member states and the Secretariat.

At the beginning of the event, Mr. Hu Xuewen, Director of the International Cooperation and Exchange Department of Anhui University, and Ms. Victoria Khu, Co-founder and president of SCOLAR Network, delivered speeches.

Mr. Hu Xuewen welcomed the attending youth delegates and online participants, emphasizing that the world is undergoing profound changes, and young people bear historical responsibilities to jointly address challenges, embrace openness and cooperation, and uphold the principle of technology for good. Anhui University prioritizes the cultivation of globally competent talent, and the Model SCO helps students understand multilateral diplomacy and develop an international perspective. Anhui University has held Model SCO for three consecutive years.

Ms. Victoria Khu expressed her delight at co-hosting the Model SCO series with Anhui University in Hefei for the third time, she thanked the organizers for their work and the international mentors for their guidance. She noted that all the delegates have put great efforts into this event. At this negotiation table, each delegate acted as a diplomat representing a nation, upholding the Shanghai Spirit, and it will certainly be able to seek consensus.

During the formal session, under the chairmanship of China, 11 delegations took turns speaking based on seating arrangements. Delegates shared their views and proposed constructive suggestions on how could empower themselves with “Empowered by Wisdom, Advancing in Harmony” in the SCO countries.

After presenting their position papers, delegates engaged in discussions, proposed amendments, voted, and revised key points. Ultimately, consensus was reached and a declaration was formed on establishing a Digital Economy Governance Committee, launching the SCO Digital Innovation and Cultural Exchange Center, promoting cross-border infrastructure connectivity, fostering youth entrepreneurship and employment, strengthening cybersecurity cooperation, promoting green energy and climate adaptation, and preserving and sharing cultural heritage.

At the end of the event, awards at the categories The Best Delegate, The Best Performer, The Best Position Paper, and The Best Delegation were selected through voting and mentorship evaluations.

The closing ceremony of the Model SCO 2025 Anhui University was attended by Professor Wang Shouguo, Vice President of Anhui University; Mr. Kabuljon Kasimovich Sabirov, Director of the SCO Center for Public Diplomacy in Uzbekistan; Mr. Li Xuejun, Director of the Academic Affairs Office of Anhui University; Mr. Hu Xuewen, Director of the International Cooperation and Exchange Department; Mr. Zhu Yubin, Deputy Director of the College Foreign Languages Teaching Center; Mr. Wu Zhicheng, Vice Dean of the Graduate School; Ms. Lin Jingjing, Deputy Director of the International Cooperation and Exchange Department; Ms. Victoria Khu, President of SCOLAR Network; Ms. Liu Ruina, SCOLAR Administrative Director; Ms. Pan Wanyu, Curator of SCOLAR Hefei Hub; Mr. Timur Razakov, Curator of SCOLAR Tashkent Hub; and members of SCOLAR Hefei and Tashkent Hubs with youth delegates.

Vice President Wang Shouguo highlighted that Anhui University, as one of the first batch of universities to be listed under the national “Double First-Class” and “211 Project” rankings, is committed to nurturing high-quality innovative talent by integrating science and humanities and broadening students’ global perspectives. He emphasized the importance of the Model SCO event in honing leadership skills and practicing international cooperation. He praised the delegates for their collaborative efforts in drafting documents and exchanging ideas, urging them to embrace challenges, pursue excellence, and contribute to international cooperation and development.

Mr. Kabuljon K. Sabirov and Ms. Victoria Khu extended their heartfelt congratulations to Anhui University for the successful event and commended the delegates for their outstanding efforts and growth. They also expressed best wishes for the upcoming Model SCO event in Uzbekistan in June. During the ceremony, Madina from SCOLAR Tashkent Branch performed the Chinese song “Friends,” elevating the harmonious and friendly atmosphere. The event concluded with a symbolic flag-passing ceremony, waving the SCO flag on screen, embodying the enduring spirit of Shanghai Spirit and the continuity of cooperation.
